But Franc Contreras, reporting for Al Jazeera from Mexico, found that many local people feel the authorities are not doing enough to protect them and the environment from the side-effects of industry.

"Mexico likes to consider itself a good place to do business. It's got a large work force and borders the United States which is the world's biggest economy. But as the Mexican government focuses on attracting investors some people feel that little is being done to protect them or the environment from the side effects of industry."

"This part of Mexico was once famous for the quality of its water but not any more. It's now an important center for the production of fashionable bluejeans. The most famous brands are made in factories here..."
